Well, the first three items are entirely the dealership's fault, as it is up to them to inspect the bike thoroughly before the customer gets it. Sloppy welds - it's a budget bike. I notice that Harleys have much nicer welds - and cost four times as much.

Assuming this was a new Savage, the valve check is done after only 1000 KM (about 600 miles). Even if the bike left the factory with the valve clearance not set right I'd think that's not enough miles to do any damage.
